Generally when you're a Comedy, you make jokes or try to elicit some type of laugh or even a chuckle. And generally when you want to be an Oreimo clone, you make up your fucking mind on whether you want to be an Oreimo clone. And generally, when you make a show, regardless of length, the characters have shades of personality.
I mean, this show isn't bad. Really. But it's not good, either. It's the most mediocre of the mediocre. And normally I don't watch shows I don't enjoy, but...this show's three minutes and I'm waiting for the day that the show helps me make up my mind on whether it goes either way. Whether I'll like it or not. The show doesn't know what it is, I don't know what it is, and

My stepbrother recently got into anime (i.e. I got him into it). He really liked Steins;Gate, said meh to Zankyou no Terror, and seems to be enjoying Guilty Crown.
He likes action, plot twists without plotholes, memes, and high quality humor. He's probably wouldn't be able to stand an SoL, love story, moe, or H ga Dekinai-style anime. He also requires things that are "easy on the eyes."
So out of the good ones, that probably rules out Clannad, PMMM, and maybe Angel Beats.
Suggestions?
He'd probably love Gintama based on that since it fits into several of those quite nicely. That said, Gintama's also very long so I couldn't much recommend it to him unless he's okay with that much. It's fantastic and absolutely hilarious.
Other than that, Fullmetal Alchemist/Brotherhood's a given. I'd be surprised if he didn't absolutely love that. It's humor isn't over the top or even often, but when it does happen it's a treat (especially in Brotherhood). Neither is really short but they aren't long either, and they certainly fit what he supposedly like. I don't think anyone would agree with these (or Brotherhood, at the very least).
Gurren Lagann and Kill la Kill specifically are pretty good examples of shows that scratch those itches but are also popular with people who aren't really too into anime, and another show that isn't much like this but is definitely the latter is Cowboy Bebop. I'm mostly picking more mainstream shows for gateway reasons, since I'll assume he hasn't seen too much. The GurrLag movies are also a good substitute if you want to give him a quick experience. It's good for him, especially, in the case that he doesn't want to commit to a questionable series (and the movies are my personal preference and badass as hell, so there's that).
Baccano and Durarara! The former is an excellent gateway anime and demands to be seen in English. It's plot heavy, but it's funny when it's funny, the action's good when it's good- it's a fantastic show that I at least hope he enjoys. And Durarara! is Durarara!. Crazy and sporadic adventures in Ikebukuro where, like Baccano, has an emphasis on character. The mood's whatever it wants to be and twists about. All of these shows look nice, even the 1999 Bebop, so there's no worry there.
And, lastly, Magi. Magi's a really fun adventure anime twist on Arabian Nights. If your stepbrother's a fan of RPGs, Dragon Ball, or a good adventure story that can carry a pretty widthy plot, fun characters, and some great action, I'd recommend this one as well. It's not as gateway, but I'm sure he'd love it.
