Definitely not the same
Glazed reborn is an updated version of Glazed, a ROM hack based on Pokemon Emerald
Reborn is a fan game, and a rather different one at that with its structure, length and game mechanics
In the link you attached it clearly explains what Glazed reborn is
 
Wait... This game is complete now right? Does that mean the creator is focusing in Desolation next?

They aren't the same creator, reborn was done by amethyst and desolation is done by caz (who last I heard is busy so the rest of the team is working without him atm) desolation is in progress either way, and reborn is done
