just finished florges. i would like my first legendary to be tapu bulu with venusaur, roserade and florges being the requirements.

You'd write down the final evolution you want in the "Pokemon" section. That is what decides if it is a seasonal. In this case you'd have put Leafeon in there instead of Eevee. But yes, it is indeed a seasonal!
