Forgettable HMs in Emerald?

Hello, all!
How to you make HMs able to be deleted when learning a new move like a normal move?

I can do it in Fire Red, but not emerald.

I change 01 to 00 at a certain offset.

Any help would be appreciated.

just out of curiosity,which offset did you change in Pokemon fire red?
