The White Herb is recieved after you beat Norman. Talk to the girl by the Flower Shop.

White Herb is a pickup Item.

You get one in game from that dude's wingull in Fortree but it requires
that you first visit Mossdeep.

Emerald Only
A pokemon with the pickup ability between levels 61 - 70
can pick it up but it's pretty rare even then.
that's the only other way I know of getting a White Herb
