Question: Where is that guy who raises Pokémon you give him in "Pokémon: LeafGreen"?

    I'm playing Pokémon: LeafGreen version, and I gave this npc my Sandshrew so it could raise it, but my Sandshrew was the only Pokémon I had that could use the CUT attack, and I didn't want to teach it to another Pokémon I had just because I can't find my sandshrew. So, I need to know which town he's in, and which way. I'm in Saffron City and there's 4 different pathways, which way do I take? I need to find that guy who raises Pokémon so I can progress! Which city? Which way? Which building? Thank you very much for your help!
