well, i forgot which professor gives you the orb, but using surf and rock climb you go to route 47 and find the embedded tower,
after national dex, btw

Kyogre is only found in Pokémon HeartGold. To get it, you must have obtained all 16 Gym Badges and defeated Red. You must have also obtained the National Pokédex and received one of the Kanto starters. Once you've managed to accomplish this, you obtain the Blue Orb from Mr. Pokémon, go to Route 47 in a cave and from there you will later find Kyogre.
