Both Rayquaza and Kyorge are awesome, but I'm going to go with probably the second most under appreciated Legendary or so on Emerald: Latios. :3

I like Rigice because, as most all Rigis it can learn Lock on and Hyper Beam. Also of course it learns any Ice attacks for Rigice.
