This is kind of wrong and right at the same time. Though Eevee wasn't specifically based on any animal, its creators did liken it to a fluffy cat or dog-like creature. (To me, regular Eevee feels more doggish while Shiny Eevee feels more cat-like, brown being more common on dogs and grey more common on cats, but since at least a couple of the Eeveelutions draw pretty clear inspiration from cats—Espeon resembling a nekomata and Leafeon a colorpoint cat—I don't think that interpreting it as a cat or dog either one is particularly wrong.)
