    First, let's look at the base stats of this Pokemon:

    HP: 110
    Attack: 80
    Defense: 90
    Speed: 65
    Special Attack: 95
    Special Defense: 90

    HP- It's HP is very good. It can go 401 for surviving 5 seismic tosses, 404 for 101 hp subs, or just something like 384 for divisible for 4. Or you could max it out if you really want to for a 424 stat.

    Attack- It's attack is okay. But it also gets Curse, which it benefits from a lot. And 284 max isn't that bad, considering it usually won't even have a physical move.

    Defense- It's defense is above average. It can get a maximum 306, and above 300 is always good. It gets Defense Curl if you really want a Defense boost.

    Speed- Pretty bad. But still, he still outspeeds things like Tyrantar, Blissey, Weezing, Forretress, etc.

    Special Attack- Also above average. 95 gets a max 317, again over 300, which is very good. It also gets stab on surf and ice beam, so his Special Attack is very good.

    Special Defense- Same as defense, so again, not bad. But with Earthquake, no special attacker will like this Pokemon except maybe Starmie, considering it gets a 4x resistant to ice and a 2x resistant to water, has a decent special defense, awesome hp, and neutral damage from grass.

    Smogon says that Walrein doesn't have the defenses to survive a Rest like Suicune or Swampert can. Well, I agree, it can't survive a Rest like Suicune. But it isn't as bad as a rester as Vaporeon, it has quite a bit more defense than it, not to mention Milotic. Seriously, 120 base hp and 90 in both defenses is nothing to joke around about. And it technically rests better than Swampert, 20 more hp and the same defenses. Walrein does have an annoying Rock and Fighting weakness, but honestly, no Rock Slider will like a STAB Surf or Ice Beam. And if you couple this with Heal Bell Celebi, then you can switch to it on a choice banded fighting move, and get a free heal bell.

    Now let's look at the rest of its movepool. STAB Surf, STAB Ice Beam, Earthquake, Curse, Defense Curl, Toxic, Yawn, Sleep Talk, even Rock Slide.

    Roar
    Rest
    Ice Beam/Surf/Earthquake

    It could work. Defense Curl or Curse to raise your Defense, start Roaring away and get Spike damage, Rest when you get low on HP, Ice Beam/Surf for a good STAB move that can finish off foes like Tyranitar and Salamence, Earthquake kills electric types besides Zapdos.

    Earthquake
    Rock Slide
    Ice Beam/Rest/Surf

    lol. Curse up, use Earthslide to land a neutral hit on everything, Ice Beam kills Salamence easily, Rest restores HP when you get low, Surf also gets STAB.

    Sleep Talk
    Roar
    Surf

    Surf away, Roar whenver you can, Rest when low, Sleep Talk lets you use Roar and Surf while you sleep.


    Walrein might not have the potential to become, say, top tier OU. But he's a lot better than just "a bad Lapras", as Smogon describes him. He has above-average stats, a good movepool, and good typing, which, last time I checked, is all that is required for a Pokemon to be decent. So could someone tell me why Walrein is still stuck in the pits of UU play?
     
    Walrein has an 8x resistance to Ice due to it's Trait. He really won't do much besides Encoring some Subs etc.
