I think this one derived from one of Obi's old teams. It's something I use when I can't think of anything better.

    Raikou @ Leftovers
    Trait: Pressure
    EVs: 68 HP / 224 Spd / 216 SAtk
    Timid Nature (+Spd, -Atk)
    - Calm Mind
    - Hidden Power [Grass]
    - Substitute
    - Thunderbolt

    Marowak (M) @ Thick Club
    Trait: Rock Head
    EVs: 100 HP / 208 Atk / 140 Spd / 60 SDef
    Adamant Nature (+Atk, -SAtk)
    - Bonemerang
    - Double-Edge
    - Hidden Power [Bug]
    - Rock Slide

Survives Raikou's HP Grass after a Calm Mind.

    Jirachi @ Leftovers
    Trait: Serene Grace
    EVs: 236 HP / 76 Def / 140 Spd / 56 SDef
    Bold Nature (+Def, -Atk)
    - Calm Mind
    - Psychic
    - Reflect
    - Wish

    Lapras (M) @ Leftovers
    Trait: Water Absorb
    EVs: 188 HP / 136 Def / 16 Spd / 168 SAtk
    Modest Nature (+SAtk, -Atk)
    - Ice Beam
    - Roar
    - Surf
    - Thunderbolt

That nice Reflect support from Jirachi makes this quite the decent phazer. Yes, no spikes, but I must Roar out subs, Curses, and CMs every now and then.

    Salamence (M) @ Leftovers
    Trait: Intimidate
    EVs: 152 HP / 232 Atk / 124 Spd
    Adamant Nature (+Atk, -SAtk)
    - Dragon Dance
    - Earthquake
    - Fire Blast
    - Hidden Power [Flying]

    I hate the EVs.

    Heracross (M) @ Choice Band
    Trait: Guts
    EVs: 4 HP / 252 Atk / 252 Spd
    Adamant Nature (+Atk, -SAtk)
    - Brick Break
    - Focus Punch
    - Megahorn
    - Rock Slide

Has slight problems against Curselax when it decides to set up off rip, but other than that, builds a pretty decent drive once Marowak and Heracross start denting things.

I don't like how much permission Dugtrio has to start a drive against your team, and Regice likes to have a little bit of general fun against your team since it'll render Raikou pretty much irrelevant, but overall, the balance is definitely there, and the fact you're using such cool things as Marowak and Lapras makes me happy.

I don't like how much permission Dugtrio has to start a drive against your team

I never used to consider Dugtrio to be a powerhouse until I actually faced a beefed up one, and gosh darn is that little bugger fast! You'd never think three whack-a-moles could move so quick. And his attack is nothing to be overly reckoned with.

And a Raikou? I dunno... you know how I feel about ubers.

Raikou is not uber. 'Tis legendary.

Raikou is not uber. 'Tis legendary.

Hmmm...I thought all Legendaries were Uber? (but at the same time, Ubers were not always legendaries).

Reminds me of those stupid SAT questions...

If every Legendary is an Uber, and every Uber is powerful, which of the following is true:
    a.) Every Legendary is powerful
    b.) Some Legendaries are powerful
c.) The SATs gave me Shell Shock
d.) Josh needs a serious update in his Pokemon dictionary

I'm guessing the latter... so please give me some 101 on the difference between an Uber and Legendary! haha

It's better not to think to hard and to just compare the OU tier to the Uber tier. To really sum it up, yes, most Legendaries are powerful, but ubers are even more powerful. Compare Kyogre's Base 150 SAtk stat to Zapdos's base 125, for example. Basically, ubers are those legendaries that are too powerful to enter the OU metagame. Celebi, Jirachi, and Mew are widely being debated, but Celebi and Jir are currently OU at the moment.

    D.

Basically, the "lower" legendaries like the birds, the dogs, and the Regis are all acceptable in standard play. They only have a total base stat sum of 580 anyways, while non-legendaries like Salamence and Metagross have a base stat sum of 600. Even the Battle Tower/Frontier allows them in.
Furthermore, most of these legendaries are EXTREMELY limited when it comes to the moves they can learn (this goes especially for Articuno, Entei, and Moltres) which means they aren't hard to counter as long as you don't give them the chance to set up.

The real Ubers have either enormous stats (Kyogre, Mewtwo, etc.), ridiculously large movepools (Mew, Deoxys), traits that make them cheap (Wobbuffet), or items that make them cheap (Latios/Latias).
Like Synch mentioned, there's is some controversy over whether Celebi and Jirachi are uber since they don't have huge stats or movepools, but are still annoying to take down.
