I assume you mean how to get access to the routes leading East and North?
You need to have 'seen' every Pokemon in the regional Dex. You don't need to have caught it, just seen it.
And then check in on the professor ofc.

Just check your PokeDex and see if there's any ??? left.
The ??? turns into the mon's name if you've seen it. So just scroll through it and look for ???'s.

If need be, you can use a website such as Serebii or Bulbapedia to fill in the gaps and find out where they are located.

Drifloon is a common one people need for this, since it only appears in the wild on Fridays at Valley Windworks and it's only trainer appearance is in the Heathome Gym which you can skip all battles in except Fantina. The opposite legendary of whichever version you're playing on can get registered as seen if you talk to Cynthia's grandmother in Celestic Town. The Lake Trio you will need to go to their Lakes again, though with Mesprit you just need to encounter it, you don't need to chase it down and battle it after it flies away. Riolu you'll need to have completed the Iron Island bit to get the egg, it doesn't show up otherwise afaik.

Most of the rest should be registered already if you've bothered to battle the majority of the trainers in the game and bothered to go into the grass every now and again.
