Would it be more advantageous for a Gengar to mega evolve, or to use a Spell Tag, which boosts Ghost moves 20 percent?

I think Mega Gengar has about a 25% increase in Special Attack (I might be slightly off), along with an increase in other stats. HP stays the same IIRC.

At max special attack it's around 22%. If it's just for an in-game run then either would work, Mega Gengar is pretty op.

As others have said, I would definitely go for Mega Gengar, assuming you don't have another mega you would rather use. It's a great mega, and should be a good addition to your team.

In general, I find that items like Spell Tag and other 1.2x boosters are useful in game, but not that good competitively. It's not worth just boosting one of your moves (e.g., your ghost-type move) a bit when you can use something like a choice item or life orb and get a bigger boost across the board (especially since competitive battling involves so much more switching Pokemon than in-game battling does, anyway). If this is for in-game, it doesn't really matter, though.

I would go with Mega Gengar as it's stats is more higher than gengar and would just stop your opponent from switching (exclude switching moves e.g. volt switch, baton pass). Spell tag does gives little boost, but when you take on online play, you would go with mega stone or choice specs
