Is it just me, or does Shaymin's Sky Forme look like it could be a Flying-Type Eeveeloution?

At first glace it kinda does look like it, but eeveelutions have their "trademark" black eyes if you look at them more carefully :s

Gonna have to say... no. It's not even fox or feline like. Plus, it needs a kookier tail.

When I first saw its Shillouette I thought that could be it but I then thought to myself on why and how can Pokemon create another Pokemon within the same generation this late. I still think into this day that Shaymin Sky Forme is closely related to Eevee
