2nd Gen Route 4

I'm having a lot of trouble getting on to route 4 in Silver version. I need to get to Pewter City and this seems to be the only way there from where I can access. Is this the way to Pewter City?

Um, did you try going to Pewter City through Diglett Cave?

in order to get to the west part of kanto,you need to clear the snorlax blocking the diglett cave entrance.
for that to happen you need to:
1. fix the problem at the power plant
2. talk to some guy in lavender radio tower,he gives you an expn for the radio in kanto
3. go to the snorlax,choose in the pokegear radio the "pokeflute" station
