Over the years, Rock Smash has flipflopped between being an HM or TM as well as not being a field move anymore.
In generation II, Rock Smash was a TM, but you could interact with rocks in the overworld and break them. Pokemon will sometimes attack you in this way, but it's very limited in usage in these games. You can only smash rocks in five locations of the game. In generation III, Rock Smash was an HM you needed to use to get around obstacles, sometimes wild Pokemon will attack you, but it'll mostly just be Geodude. D/P/PT completely removed the wild Pokemon mechanic of smashing rocks, but it was still an HM you needed to progress through the games. HG/SS, however, made Rock Smash much more fun, and not a required field move, it was moreso an optional HM. In HG/SS, you can find Pokemon or items in breakable rocks, including fossils from the first three generations.
Since generation IV, however, with the exception of OR/AS, Rock Smash has not been an HM anymore. In fact, in B/W, Rock Smash was no longer a field move at all, and in B2/W2, Rock Smash can only be used once to clear away boulders in Clay's Tunnel. Generation VI again made it a field move, though, in the similar way it was handled in HG/SS. In X/Y it was a TM, however, OR/AS made it an HM again as you needed this HM to progress through the story.
What did you think of Rock Smash's overworld uses? I think that Rock Smash had hit its peak in HG/SS. Being able to get a chance of obtaining a fossil, and item or get attacked by a Pokemon was honestly much more fun than having to clear the rock away as an obstacle... especially since rocks that are smashed just respawn every time you leave the area.
