3rd Gen Rhydon Moveset

I can't figure out a fourth move for my rhydon.

Nature- Brave
Ability- Rock Head
190 ATK EV
150 DF EV
170 HP EV

Earthquake
Megahorn
Rockblast
????????
I was thinking a stat changing move. Something to increase accuracy maybe. I don't know if there is a move like that though..

You could give it Brick Break, Fighting/Rock is a very good attacking combination resisted by few stuff.

Allow me to ask you a question first. Is this for competitive battling? If it's for in-game, just use whatever strong moves you can get. If not, continue reading.

I'm going to take this directly from Smogon since I was never into R/S competitive battling. You'll want either Focus Punch, Double Edge, Swords Dance or Substitute. Double Edge will probably be your more reliable option here. since it gives you a reliable 120 base power move that is only resisted by Rock and Steel which you have Earthquake already to take care of. You also need to be weary of Ghost types. Swords Dance is fine choice but you may be crippled before you can attack seeing how your already slow Rhydon is hindered by its natuire. Substitute would not work well with your current Rhydon because the EVs you have aren't sufficient enough to create 101HP+ Substitutes which are mainly used to deter moves like Seismic Toss.

Also, I don't understand your EVs. You wasted 4 of them. You need to make them divisible by 4.
