What is a good EV spread/nature for Ralts? I mean it's final evolution of course, which brings me to my next question. My friend told me that Ralts has various forms, so which ones should I evolve it to? And finally, what would be a good final moveset?

We can't really answer that directly. Ralts has two forms, oe for sp.atk, and one for atk. Which do you need on your team?

special attack i guess, my dragonite has the attack covered.

Gardevoir can get all 3 elemental punches via emerald, plus it learns calm mind and psychic through level up. This being 4th gen, I recommend

    Gardevoir@You tell me
    Modest/timid nature
    EVs:depends on nature
    ~CM
    ~thunderbolt
    ~psychic
    ~willowisp/hypnosis/thunder wave

Generally Cm is used for very high Sp. Attack when the attack would still be a 2HKO but with CM it would be a OHKO. But generally, with Pokemon like Gardevoir, it would have a hard time scoring a OHKO even after the boost.

well you need to know, gardervior has high sp attk and gallade has high physical attk. it depends on the nature your ralts has. a good move set for gallade has to be this...

    ADAMANT or JOLLY
    leaf blade
    psycho cut for stab
    close combat for stab
    night slash

    for gardervoir

    MODEST or TIMID
    shadow ball
    phychic for stab
    thunder bolt
    hypnosis

sorry if that seems like baffle but their some move sets i have found to be very effective.
