3rd Gen Question about Numel

I have a Numel at level 27 on Emerald version. What I'm wondering is, if I stop him from evolving until level 41 so he'll naturally learn Flamethrower, will he still evolve into Camerupt later? I've stalled evolution before, but never for that long, so I wanted to be sure I could still use him to his potential.

Oh, of course it will. No need to worry here — unless, of course, you intend to have it know Rock Slide as well (Camerupt should learn it upon evolving from Numel).

What if you stall Numel's evolution until Level 100 then would you have to catch another numel and start from scratch?

No, you take it to the Move Tutor in Fallarbor and you can still teach it moves as long as you have Heart Scales. Leveling up Numel to Lv100 is a complete waste though. Personally, I would evolve it at Lv30. Camerupt Learns Rock Slide at Lv33 and then Earthquake at Lv37. You can buy a Flamethrower at the Mauville Game Corner. I would then trade it to FRLG and find the Move Tutor that teaches Explosion. That would give you its best moveset, even though it still is a Fire-type.
