Why do you think Rayquaza had a Mega Evolution instead of its own Primal forme to match the other two weather trio Pokemon?
I'm not sure why they chose Hoenn as the place where Mega Evolution first occur
but I guess they were able to incorporate the twists of story making it understandable.
Besides, there's no green orb to begin with if we are talking about primal forme. So far,
Blue and Red orb were the only artifacts related to Primal form compared to mega stone
and keystone needed for mega evo.
Is it possbile (I dont recall) that Groudon and Kyogre were created first, allowing to change the landscape of "Pokemon Earth" to their likings. Perhaps requiring them to go into Primal Form to gain enough power. Which they used until they started fighting, which then required Rayquaza to be created, by Arceus. But Rayquaza only needed to fight versus Groudon and Kyogre, instead of changing the landscape. Hence meaning only a mega evolution was necessary.
This is exactly what I have been thinking. Rayquaza didn't have to change anything, so I guess a Mega Evolution makes sense, even though technically in legend it didn't have a Trainer to bond to. However, it just seems a bit weird to have 2 Primals and 1 Mega, I feel like they should match, haha.

Spoiler:I dont remember too much of the Delta episode but wasnt there this woman with a whismur, which acted like a guardian or summoner of Rayquaza or something (Like I said I remember it vaguely haha). Technically the connection Rayquaza and a Trainer could be seen as the relationship between them? 'Cause devoted their life to it?
I understand Zinnia during the Delta Episode, but didn't Mega Rayquaza occur way in the past before? Or am I just making things up haha? I wonder who the "trainer" was for Mega Rayquaza the first time.
