This theory is about the origin of Moltress, Zapdos, and Articuno. While many legendaries have interesting theories about their back story i have yet seen one about the legendary birds. While none of their pokedex entries describe how they were made,i think Ho-Ho made them, kinda like the theories that the three beasts used to be Evees.I think that the three birds are the recarnation of a Fearow, and spearow.I base this on these 3 facts.

1.Fearow and spearow are native to Kanto, just like the three birds.

2.In terms of designs Zapdos kinda resembles a Fearow, So does Moltress. While Articuno represents spearow more.

3.Spearow and Fearow are both normal-flying types,so when Ho-Ho revived or change them,it's not to hard to say the normal type was changed.

i think out of my first 3 theories this is the one i like best, what do you guys think?

Interesting, but I think it's a bit of a stretch to link to just Fearow and Spearow, especially when the connection based on looks isn't exactly convincing. Also the point about Kanto doesn't have to be true, as you bring in Ho-Oh who isn't Kanto-native (as far as I remember despite being in the first episode). And from watching Pokemon 2000, I'm to believe Lugia has a stronger connection to the birds than Ho-Oh.

This mainly has to do with the games not the anime, and i said the birds were native to Kanto not Ho-Ho.Also in terms of design look at their face really moltress and zapdos represent fearow while articuno is more like a spearow in the face

Yeah, this theory is kinda cool. I really don't see Spearow and Fearow's turning into legendary birds, even though they look similar. Ho-Oh probably just created them; not necessarily out of something.

And Spearow becoming Articuno? Cool, but that's kinda a nono. How can Zapdos's origins be from a Fearow, when Articuno's are from Spearow? If that was true, there would definitely be a stat drop in Articuno's stats.

Maybe more of an offshoot from the Fearow line then. Say the Spearow species had alternate evolutions that became the bird trio (or mutations, which'd also help explain why they are rare?)

Maybe this theory would be believed by more if there was a third bird, and each legendary bird was made by a different one. One bird making two and the other one making one is a bit odd.
P.S. I think Articuno looks more like a Pidgeot than a Spearow.

That's a cool idea and one of my pals used this idea for a project, really. It seems to be that they could have 'evolved' or became a 'divine' form of Fearow, and that is very possible. While Articuno has a shorter beak, no doubt its wings take the general shape of a Fearow. Zapdos is a close resemblance and Moltres goes more streamlined but all features remained same.

bobandbill also has the idea ringing off well, and these mutations may also explain the shorter beak. Evolutions do sometimes change features like this (Grovyle loses the back tail from Treecko).

Yes i see what you mean maybe that is why articuno doesn't look like fearow as much as the other two

Unfortunately if the theory is only about the looks, it's more likely that they look alike only because the artist was the same person.
