ABOUT:
This rom hack is an GBA DEMAKE of Pokemon Let's GO Pikachu which was on Nintendo SWITCH. The story is fully the same as the latter and catching all 151 Pokemon is the Main Target.

So now Let's talk about features:
1. All 150 Pokemon(NOT MEW OFC) are catchable
2. Coach trainers
3. Original Kanto Trio : Red, Blue and Green
4. Latest Game Mechanics
5. Pikachu exclusive moves.
6. Ridable Arcanine
7. Surfboard
8. Added Pokemon Box : A box which acts as a movable Pokemon Storage System
9. Wild Encounters modified as per LGPE version exclusives are catchables
10. Team Rocket Jessie and James
11. Everything is modified as per LGPE
12. Rematch able Gym Leaders.
13. Tradable Alolan forms.
14. GO Park
15. New battle box style
16. Sky Dash and Sea Skim
17. Catchable and obtainable Kanto starters

I know how to patch ROM + ups file but what does "Pokemon Fire Red + HUBOL DPE CFRU" mean? I know it's some kind of customized Fire Red but I don't know what should be the next steps.

Don't know about HUBOL but DPE means Dynamic Pokemon expansion and CFRU is Complete FireRed Upgrade by skeli. It is the same base as unbound and Radical red.

Hubol is made by creator of hexmaniac advance for beginners as applying cfru is difficult and lengthy

Try using the non squirrels rom from myrient. It could also be that you need to use another patcher. I got it working and I'm at gym 3 right now.

Use an unpatched fire red rom with the patch made by the OP and this patcher:

I don't know if the op is still following this thread but I played a bit of it and it's good.

some details:
-The starter pikachu's has regular base stats with it's IVs and nature chosen randomly. The game is already easy enough but this can be changed with Hex Maniac Advance, if someone wants the buffed base stats from LGPE. I think the player's pikachu is Pikachu~16 (correct me if I'm wrong). IVs and EVs can be altered with items in-game. I don't know if nature-changing items are in the game.
-in the OP but Floaty Fall = Sky Dash and Splishy Splash = Sea Skim
-Tested a few TMs and Tutor moves and the move list for pikachu is a bit strange. It can't learn brick break but can learn sludge bomb, for example.
