Pokemon Fire Red Gameshark Codes Not Working (On Console)

I have the new GameShark that uses 12 character codes. I am trying to use the Pokemon wild modifier code and it doesn't work on my game. There seems to be no effect on the game whatsoever. I've tried the same code on an emulator and it worked on there. Are some cartridges just immune to these cheats?

Here are the codes I'm using. I have tried many different combinations.

000014D1000A
1003DAE60007
Modifier Code:
83007CEE0xxx

(I know that I'm supposed to replace the x's with the different numbers/letters.)

PS: I've used codes from the same website on Pokemon Ruby and they work.
