In my Pokémon Crystal ROM hack I want to make a Move Relearner.

I know some people made one but I'm completely clueless about how to do it.

I looked at Polished Crystal github and the game has become so far from original Crystal that it has almost nothing to do with it anynore (it asks for Heart Scales and displays Physical/Special/Status split for moves for example and the files and folders are very different from pokecrystal.

Maybe it's not the case and I'm wrong but it's what I understood.
