Pikachu can be found in Section 3 and 4 of the Safari Zone. Section 4 is where you start off and Section 3 is to the left of that. They are very rare in both of the sections.
As for Pichu, you will need to breed a Pikachu with a Ditto and hatch the egg.
I don't know if this is coincidence or not, but here goes.
In my Emerald, I was hunting for a pikachu with a light ball (for volt tackle). I had a pikachu in my party and then I put a red pokeblock in that pokeblock place in the patch of grass right next to the entrance. I got on my mach bike and pedaled around in the grass. Half of the time, there was a pikachu, so two safari trips later, I finally got a light ball.
Is not coincidence, in Emerald if you have a pokemon with the Static ability (Like Pikachu) Electric-type pokemon more easier, that could help with your Pikachu Hunt PokéMartin
Oh, thanks for explaining, I was wondering about that! So you should bring a pokemon with static and luminate (or something like that) with you when looking for pikachus.

I found a Pikachu in section 2 before. Plus you don't need to breed Pikachu with Ditto to get Pichu. I've breeded two Pikachus twice and got a Pichu both times. Other than that yes, you are right.

Um... Pikachu's aren't too rare in Emerald in my experience. Just make sure you're looking in the right spots. South West and South East parts of the Safari Zone.
Static would really help here. You could catch something like Electrike, which are common on Route 110 and Route 118, and they'll help as long as it has Static and not Lightning Rod.

When I got my pikachu, I think it was in that first bit of grass by the front entrance. However I don't think I used any pokeblocs, so it took me a while... :D
