Starting with Generation IV (more specifically Platinum) we have gotten a little backstory of the evil leader's life. In Platinum we learned Cyrus was raised by neglectful guardians, and in HGSS Giovanni got some backstory with his son Silver in the Celebi event, in BWB2W2 we learned about N and how Ghetsis manipulated him to be his tool, and in XY we learned some stuff about Lysander from Professor Sycamore and Diantha.

Now since HGSS added some backstory to Giovanni do you think that they'll do the same with Maxie and Archie in order to make the characters more like characters instead of just villains to defeat? Do you hope we get one? If so what do you think we'll learn? Or do you want them to stay the way they are with no background to their past?

Yes of course, I'd be surprise if they didn't especially since they changed there appearance

I see Maxie getting discredited in the scientific community because of the silly power to control the land at will naturally. Archie, having heard of Maxie's plans, oppose his ideals?

Perhaps the two used to be friends. They could both have seen that humanity was running out of land and freshwater so they decided to think of ways to increase them, but realized that they couldn't have both, and choose which one they saw as more important for Humanity and Pokemon.

Honestly, I'm not sure how much backstory you can give them. They both think they're saving the world through extreme terraforming. They're pretty odd villains to say the least. The only backstory I'd like to see is the reasoning behind their rivalry. My best guess to that is in the attachment below.

I could see Maxie and Archie having a similar relationship/past as Mr. Krabs and Plankton from Spongebob, having started out as friends or colleagues and later becoming enemies (most likely due to opposing ideals). But anyway, I'd like to see them receive backstories; even if they're brief it'd be better than not knowing anything else about them other than the fact they want to expand the land/sea and fight each other.

They really should. If we don't get more than they're going to continue being just tools of the plot to stop instead of more human like Cyrus, and Giovanni. Well actually they're somewhere between N and those two on the evil team leader scale.

That's exactly how I see it, to be honest. I remember reading some fan-story before sharing background information on these two guys which had similar ideas as yours, and it sounded quite interesting.

As for how they'd get their back-story implemented into games, perhaps they could introduce some new character (a guardian, maybe, who was taking caring of them during childhood), and have them explain things and whatnot?

A new character would be interesting. Perhaps she or he could wear green and represent the Rayquaza figure of them. Perhaps another childhood friend, sort of like how Sycamore (and Diantha I think) was to Lysander in XY.

I hope they could be friends again in the end. I know that in RSE, they kinda made up? I'm not sure, but they did see the error of their ways. Also that Mr. Krabs - Plankton relationship seems to fit Archie and Maxie in this case. Tbh, I thought they were brothers lmao.

I kind of want more in depth explanations as to why they decided to go as far as to create an evil organization dedicated to expanding a certain part of the Earth. I mean, what caused them to go from "I wish there was more land/sea" to "There NEEDS to be more land/sea" ?

Right, lots of good points have been made, and I think I definitely agree that they were good friends at one point, as they're both passionate, driven men that will do practically anything to achieve their ultimate goal. Had they shared the same goal, however, they could have been partners.

Maybe Maxie saw that humans were pushing out Pokemon out of their native land, so they saw that they needed more land for humans and Pokemon. As for Archie (it's more difficult to think his, seeing how the world is mostly water already) perhaps he felt that since life evolved from the sea they should return to their origins (Alpha!). I can see Maxie's home town being Lavaridge, and Archie's being Lilicove. Perhaps we'll get their stories there after their plans fail.

Maybe Maxie is trying to find ways to expand the land for humans to live because they are running out of places, hence the Omega part, since they are nearing the end to find room?

And maybe have ORAS' speculation on Archie with the Alpha part.

I think that's plausible considering both have something to do with the Alpha and Omega haha

That or they'll be forced to push Pokemon out of their native homes. Perhaps that has been happening in the Pokemon world...look at B2W2 there are mass migrations of Pokemon that weren't there two years prior. Interestingly Clay got rid of the Cold Storage to make way for the PWT building. Perhaps that was in order to not destroy more Pokemon habitat.
It'll certainly make Magma relatable , considering we are dealing with this issue in real life...
As for Aqua...I don't think most of us would like to return to the primordial Sea...

I really hope so, especially in Maxie's case as he's my favourite leader :) I reckon if those characters were developed a little more, people might be a little more sympathetic towards them if they understood the method behind the madness of their ideals haha :)
