[Tool] Looking for gen 5 game tools

Hi i'm looking to make a rom hack of Pokemon White.
But i can't seem to find a tool which will do all the things i need.

I am looking for a tool capable of:

Changing pokemon data:
Stats, Types, Abilities, Move Learnsets,TM Compatibility, Evolutions

Changing encounters:
Area Mapping, Trainer Pokemon, Static Pokemon

Modifying moves:
Accuracy,Power,Type,PP
(I dont need to change what a move does so spore should still put enemies to sleep and ice beam should still freeze with a 10% chance)

Any specific reason you would like to hack a Gen V game? Because Gen III ROM's are much better supported. But I do not know much about NDS Hacking, and I think this will help. Not sure if it is for Gen V, though.

For editing pokemon data and moves, Pokemon Rom Changer should be able to edit all of the things you listed. For changing encounters and trainers, Kazowar's BW Wild editor and BW Trainer Editor should work. Spiky's DS map Editor should work for the mapping.
