I am training my newly caught mankey around Viridian. When I eventually get to the point after Mt. Moon (at least this is where I think it is), should Mankey learn Mega Punch or Mega Kick or neither?

Neither. They both suck, there are better moves than those.

Ok thank you for your help, but one last thing. What moveset should I have for Mankey before Misty or Surge?
I have:
Scratch
Leer
Low Kick
Karate Chop
The Mankey is level 15.

You may benefit from Fury Swipes@Level 16. Mankey doesn't get good until it evolve at L:28.
Fury Swipes is a good attack. Maybe level your Mankey up until it reaches Level 16.

Lol, my Mankey is at 18 right now, but thanks for the advice. Now does anyone know good movesets for a Pidgeotto or a Wartortle(both at level 20)?

At Level 20, Pidgeotto, in my opinion, should have:
- Quick Attack / Tackle
- Gust
- Sand-Attack
- Whirlwind
At Level 20, Wartortle should have (again, in my own opinion):
- Bite
- Water Gun
- Withdraw
- Bubble
Not much, I know, but don't waste TMs now on moves that you'll only have to forget in the not-so-distant future for better moves, e.g. Surf, Ice Beam, etc.

definatly keep sand attack and keep usingit on misty she misses loads cus bubblebeam kos and its annoying and then justkeep using bite with wartortle
