Kingdra Moveset.

    I knew this is sound really stupid but still I guess this is the best moveset for it.

    Nature: Modest
    Ability: Swift Swim/Sniper
    Held Item: Damp Rock/Choice Specs
    Surf/Hydro Pump
    Ice Beam
    Dragon Pulse
    Rain Dance/Signal Beam

    So it can be a bit complicated but that's all I can come up. Hope that helps.

    Signal Beam is suck. Rain Dance always.
    Lum Berry also helps for status abusers.

    Rain Dance isn't an absolute must. You can always specs Kingdra and set up the rain with another pokémon. Also, a Snipered critical hit Draco Meteor kills maximal SDef, maximal HP Blissey, which is always something to consider if you're into that sort of thing.

    Except we don't know if a Critical Hit is guaranteed seeing as it's based on luck.
    If one was going to make a Kingdra ENTIRELY based on Critical Hits, they'd be better off using Scope Lens / Razor Claw. But because of the fact that Kingdra doesn't get any High Crit Rate moves, then it still won't make a huge difference.

    EDIT: And if you actually decide on Specs Kingdra:

    Ability: Sniper
    EVs: 4 HP / 252 Spd / 252 SAtk
    Timid Nature (+Spd, -Atk)
    - Draco Meteor
    - Surf / Hydro Pump

    True, but 3x damage critical hits are almost good enough to consider in general. Focus Energy + Scope Lens/Razor Claw? xD Oh, it's a novelty thing, but it has its own uses in a bizarre sort of way. At any rate, Choice Specs Kingdra is already formidable in its own and depending on the rest of your team you might not want rain around. In those cases, I see no reason to scoff at Sniper. =O
     
    You are interested in the Sniper technique. Rarely some people think it's the best.
     
    I use kingdra, being my 2nd favorite pokemon (my 1st favorite being unusable). It is a monster when it sets up. It outspeeds most agiliogrosses and then packs a punch with surf, powered by STAB and the rain. I scoff at the notion that kingdra is overrated. There are better pokemon, but kingdra can sweep teams, and getting it set up isn't so hard.

    Anyhow, I recommend the rain dance set, or the specs set. Rain dance gives it mega speed...specs gives it mega power. That's your call, but since the sets have both been posted, there isn't much else to add. Having one weakness helps too.

    - HP grass/electric / dragon pulse

    Kingdra is a very powerful sweeper, and doesn't need speed EVs once the rain is set up...you can still put them if you want.
     
    Hmm...Same moveset as I added. Except for the held item.
     
    Rain + Choice Specs + STAB Surf = pwnage

    Rain + Swift Swim = fastest non uber pokemon

    I like the Choice Specs Swift Swimmer myself
     
    Yes, the specs spinner is the best...almost any pokemon can learn rain dance, so you won't have trouble getting support there. Watch out for water absorbers like vaporeon though, and Vappy is rather common.
