3rd Gen Kanto Water Pokemon Distribution

Unless you start with Squirtle, your only option for a Water Pokemon for a long time is Gyarados. You can buy one on Route 3, or wait on the Old Rod in Vermilion City. By the time you get to Celadon, then you can also use Vaporeon.

And... that's it. Those are your only choices available in the first half of the game. Which is especially awful because Kanto has so many Water-types! But, you don't really get access to any of them until you (probably) beat Erika, and conquer both the Rocket Hideout and Pokemon Tower. Then, as you go to Fuschia, you'll pick up both the Good and Super Rods, and can get more. But, of course, it's basically too late. Unless you were specifically waiting for one of them, you've probably already picked up a Gyarados or Vaporeon (assuming you even want a Water-type).

I absolutely do not understand the logic in the placement of the Super and Good Rods in this game. What's the point of giving both at the same time? Or setting it up so that you can easily get the Super Rod before the Good Rod?

If the house on the docks was moved to the Lavender Town side of Route 12 (North of Snorlax), and the items were swapped (such that Fuschia gives the Super Rod, and Route 12 gives the Good Rod), it would make much more sense, and you wouldn't have to wait so long for options for Water Pokemon.
 
Unfortunately, with Game Freak trying to remain as true to the originals as possible, they didn't give us any updated options to grab a Water type earlier in the games. Maybe they could've added an in-game trade for a Water-type somewhere between Cerulean and Vermilion, or even added low level Pokemon like Psyduck or Poliwag to certain patches of grass just to give us those extra options.
