Yeah, pretty much. I'm going to confess now, that I made this thread as a retort to the 'Is Rotom Legendary?' thread. I feel neither is legendary, they are rare and valuable, but not legendary.

although surfing pikachu might be legendary in a social aspect, it's not in game.

its a pikachu that you get after beating PBR and it knows the move surf, making it rare because you can't teach a pikachu surf by yourself (unless you hack that is)

I would think you would be able to breed a marill that knows surf with a pikachu to get a surfing pikachu, but so much for logic.

Surfing Pikachu is unobtainable right? Anyways its just a rare pokemon. I think one of the ways to obtain it only in the games are in Pkmn Yellow and Pkmn Stadium. U need to put ur pkmn yellow into the gb slot then use it in some battle for the whole time then put ur pikachu back in ur yellow version then when u start ur yellow version game on ur GameBoy it will probably know surf.

I don't think so. I think it's just rare.

It isn't legendary it is a event. You can't evolve legendary pokemon.

It's not legendary. It's just a regular pikachu with an event in order to use surf. I really don't see the big deal, though. There's plenty of other awesome pokemon that can use surf. Example, my personal favorite, Kyogre.

Surf Pikachu is simply a rare, event pikachu that can be obtained after completeing PBR. 'Nuff said. x3

Besides, look at the general charecteristics of a legendary pokemon. Legendaries don't have evolutionary forms, while pikachu has Riachu. Legendaries are often found at a high level in the wild. Pikachus aren't, for the most part. Legendaries are standalones, while Pikachu is a regular pokemon. Legendaries don't have genders. Pikachu does. I could really go on forever...

A legit surfing Pikachu is very rare. It's worth at least a shiny Pokemon or an event legendary at least in a trade. It's not legendary on it's own though. Just rare.

No way!I would never think Pikachu ever becoming any sort of Lengendarie!,But the surfing Pikachu is still rare!So I would not say it is Legendarie but it is as rare as a Legendarie!
