    Im considering all options here
I was thinking about a EV maxed atk/spd linoone @ chesto berry????
    with
    Hypnosis
    Bellydrum
    Giga impact
    Rest???

I dunno it just came to mind and I was wondering if it was worth it or if anyone knew of another better pokemon who could do the same stratergy

    Well, it's hard to say.
I'm sure there are Pokemon out there who could use the same Moves, and maybe be better, but Linoone seems like a pretty good choice to me, to be honest. From my experience, Linoone have naturally pretty good attack Stats, and if you can find one with a Nature to enhance the EVs you want to boost, then all the better. =D

One that Note, you could try a Snorlax? Although, I don't know if Snorlax can learn some of the Moves you want them too or not...and Snorlax are not particularly speedy, either.
Slaking may also be a choice you may want to consider. That has a demonic attack stat. =P

As for the last move, which you seem to not have decided upon yet, why don't you make it a secondary attack move? It would save you relying on Giga Impact all the time, and despite it being majorly powerful, it's rather inadvisable to only have one attack move at your disposal. Giga Impact is a Normal type, too, which would make Ghost types awkward to handle in one one one battles. Or always a good choice in tactical battles is Protect, which is naturally useful.

Sorry, I kinda went on a rant there. >_<
    I hope it helps, anywho.

    Thanks for the advice
I think I will consider a Linoone with another attack to help out

EDIT: with the linoone suggested, would you give it lefties or a sitrus berry? Im not sure which would be more affective

A Sitrus Berry heals more when you hit lower health, but Leftovers heal you on every turn...I would pick leftovers as they remain, and their healing effect is pretty much constant, whereas Sitrus berries disappear after use.
Also, you could use a Shell Bell, which restores HP whenever you strike a foe. They restore more HP than leftovers when they take effect, too. Just the Shell Bell only works when you damage a foe, as said.

Let me make this simple for you: no, Linoone is not worth it at all; it's subpar in both movepool and statline. If you want a pure normal sweep then Tauros and Ambipom are far superior choices. If you want something bulkier then yes, Snorlax is an excellent choice.

If you're adamant on using Linoone, however, then at least do something about that god-awful moveset. I mean come on, it only has one damaging move, and that move requires recharge? That's spelling out suckadelic. Rest didn't work for Linoone in Advance and it certainly won't do any better in D/P's aggressive environment either, and Linoone can't even learn Hypnosis. Drumnoone would be something like this:

    Linoone @ Salac Berry/Life Orb
    Adamant Nature (+Atk, -SAtk)
    Trait: Gluttony
    Extremespeed
    Shadow Claw/Pursuit
    Belly Drum
    Substitute/Flail

It still gets walled by more stuff than I can be bothered to list and just generally fails. Odds are it will get KOed long before it accomplishes anything. If you can't get Extremespeed Linoone won't be any good for anything except HM slaving and Pickup. Also, Lefites > Sitrus, always but any form of HP recovery on a pokémon like this is wasted since it will get KOed in one hit anyway. I'd strongly suggest for going with something that does damage, something like:

    Ambipom @ Choice Band/Life Orb
Adamant Nature (+Atk, -SAtk) - presumably, could also be Jolly
    Trait: Technician
    Fake Out
    U-Turn
    Double Hit/Return
    Pursuit

Technician makes it rock by empowering all those low-power moves and raising them to a new level. It's also high-utility since it can hit switchers hard with Pursuit or let you switch in an ideal counter with U-Turn. Fake Out scores you free (and painful) attacks and Double Hit/Return is just there for STAB damage, Double Hit actually becomes Marginally stronger with Technician since it becomes two attacks of base power 53 (Presumably, depends on how they're rounding the numbers) while Return tops at 102 base power, but yeah...there's slight inaccuracy. Anyways, both are far superior choices to Giga Impact (a move which serves no purpose but to fool the unwary into using it and losing with it).

I'm lucky enough to own an Adamant Extremespeed Linoone. Not really got around to EV training him yet (currently working on a DDTar at the minute). Heck, I may never train him up. Although, it would be a funny thing to use.
