Ideas for what changes to make to pokemon in a Gen 4 Rom Hack

    I'm currently working on my first ROM Hack. The whole idea of the project was at first to make it a trashlocke but I have since diverged a little into more of making you use normally unused pokemon. Instead of simply cutting the encounters to be only bad, I cut the encounters to be usually overlooked mons, and then change them to make them better. As an example, Delibird goes from 330 BST to 370 BST (still not meant to be that good) with a completely overhauled moveset. I am still quite early in the development but I have a document focused on what the changes are going to be and I want to get suggestions. I've done a few evolution lines that you can see as examples but those are also subject to change. I'm likely going to change the levels of the gym leaders and possibly the teams as well.
