Well...Pikachu isn't a very good Pokemon at all, so despite the fact that Surf gives it some type coverage, it's just not worth the effort of training.

Pikachu max sp.atk is 218 and if holding light ball dobles its sp.atk leaving 436 sp.atk that is one of the hightest sp.atks of the game so it is good poké if holding light ball.

^Agreed, but it's better to breed for a good pikachu so you can give it Nasty Plot as well (which Pichu learns, not Pikachu)

then you can use Grass Knot as your ground type coverage

You can only get hardy nature on surfing pikachu, and it's always female.

Well it must be coincidence, cause mine is Hardy, Female as well.

Surfing pikachu is always female and hardy..with all the garchomps and salamences going around..pikachu wont live long enough to attack >_>
