How to replace HMs with TMs

What you might like is the coding that was already done by FBI and Uncommon, I think, to remove the need for getting HMs in the first place by having pokemon of their respective typing be able to break/ride into water/etc without knowing the HM move. It should be in Resources.

Now in a GBA Pokemon Rom, is there any way the HMs can be replaced by TMs via code, or HM moves turned into TMs?

What exactly do you mean by this? There's only a few differences between a TM and an HM in Gen III. The only really significant one is the fact that you can't delete an HM move without the Move Deleter, and this is easily fixed with a well-documented hex edit.
