Leveling up O-Power in OR/AS, is just like training Pokemon; it takes time.

Lv2-Use and/or give Lv1 15 times to reach this level
Lv3-Use and/or give Lv2 30 times to reach this level
~Lv3 is the maximum O-Power level

I will discuss two methods of quickly leveling up O-Power. Follow along and you should have no problem incorporating both of these.

    1st Method: Giving!
Giving uses less energy than spamming all the O-Power on yourself, and thankfully it doesn't matter if you select give or use, both will count towards leveling up. For example, I could use capture power Lv1 on myself 7 times and the 8th time in a row I give it to someone, capture power will level up. For a comparison to using O-Power on yourself, lets say using the O-Power costs 2 bars of energy and giving it to another player costs 1 bar. It will take your energy to reach maximum (10 bars) 3 times to reach lv2"15uses". While it will take your energy to reach maximum 1.5 times to reach lv2 "15uses". In a nutshell, yes, giving is quicker than using.

    2nd Method: Total Steps.
Here is a multiplier from Bulbapedia:
0-2000 steps 1× regeneration rate (4 minutes per bar/40 minutes for all bars)
2001-3000 steps 2× regeneration rate (2 minutes per bar/20 minutes for all bars)
3001-4000 steps 3× regeneration rate (1 minutes per bar/10 minutes for all bars)
4001+ steps 4× regeneration rate (30 seconds per bar/5 minutes for all bars)

If you have 0 energy left and you didn't go over 2000 steps on one day, it will take 40 minutes for all the O-Power to regenerate. Mind you, this only counts for "a" day, once the day is over your total step count will be reset. But hey, when you find out how much time you have to wait for a recharge, why not start a looping timer?

These 3ds/2ds steps can be achieved by simply walking, with your system on sleep mode. For other quicker methods of accumulating steps, placing your handheld on a active clothes washer/dryer is a great alternative.

    Hope this helps ;)

I already maxed out the most important O-Power in Omega Ruby for me (Exp. Point Power), but this is helpful for me to get the rest of them like Befriending Power and Hatching Power. However, the 3DS has to be in sleep mode to gain steps...

Oh haha, sorry about that. From the information I gathered I thought they refereed to "steps" as in game. I'll update this thread.

This is going to sound lame and boring, but if you put the 3ds in sleep mode and shake it vigorously you can rack up alot of steps and get an arm workout. Also it doesn't have to be in sleep mode. Walking while playing gives steps and closing it and carrying it while the game is on also gives steps.
    Thanks for the guide!
