how long does it take for a pokemon to lay a egg and does the 2 pokemon need to hold any items and what pokemon cant lay eggs?

1. The time neede is Random

Shedinja, Azurril, Magnemite/Magneton,Voltorb/Electrode, Lunatone, Solrock, Baltoy/Claydol, Igglybuff, Staryu/Starmie, Pichu, Wynaut, Beldum/Metang/Metagross, Regirock/Registeel/Regice, Latios/Latias, Kyogre, Groudon, Rayquaza, Jirachi, Deoxys, Nidorina/Nidoqueen, Articuno/Zapdos/Moltres, Mewtwo, Mew, Cleffa, Togepi, Unown (All of them), Tyrogue, Smoochum, Elekid, Magby, Raikou/Entei/Suicune, Lugia, Ho-oh and Celebi can't Breed

the average for most pokemon is about 5000 steps.
if you go back and forth in mauville it takes about 7 minutes to breed and hatch most eggs.
genderless pokemon cannot breed
until later when ditto becomes available in fire or leaf
also all legendary pokemon cannot breed.
Latios and Latias have genders but they also cannot breed.
uh...that's about it.

If they're in the same egg group, then an egg will definitely be found at some point. If the two Pokemon are the same (eg: Mightyena + Mightyena), then the old man will say that the two like each other and it'll only take a little while for an egg to be produced. Same happens if the two Pokemon have different ID's.
If the old man says "the two don't seem to like each other," then an egg will still be produced. It's a deceiving line, I know. The only line that indicates no egg will be along the lines of "the two prefer to play with other Pokemon."
No items needed for breeding. Also, the time it takes for an egg to hatch depends on the monster. Lower grade monsters usually hatch really fast, whereas a strong creature like Bagon will take over 10,000 steps.
No legendaries produce eggs. Neither will genderless Pokemon until Ditto becomes available. I think a few others like Wobbuffet can't reproduce either.
