how do i report counterfeit cards?

Depends on where you live, but honestly I don't think reporting the store is going to help much :P
A quick search turned up this for the US but as I live in the UK and know little to nothing about US laws, I have no idea if it's what you're looking for.

The Pokemon Company actually has a page somewhere on their site detailing what to do. I can't remember the URL off the top of my head, though.
Anyway, moving this to its own thread since the booster pack thread is generally for sharing cards you've recently added to your collection and this topic has basically no relation to any recent previous post in the thread.

They ask you to submit a ticket with;
• Scans of the counterfeit cards and packaging.
• A scan of the receipt for the purchase.
• The name and address of the store where the cards were purchased.
Personally I would also contact the store and see if they are aware they are selling counterfeit cards... If they think the cards they're selling are real then they'll probably be thankful for the information and find a new supplier.
