[Error] HM Item for Surf failing to respond

I've implemented the HM Items script by Marin without any changes to it whatsoever, but it seems that some of my players are not able to use the item for Surf even though they have the item and it is not locked to any number of Badges.

I've tested on my end and it's working fine both in Debug and in regular gameplay, but I have at least two players that are having this issue.

The item for Cut works fine as well and I've also checked the tile permissions, everything is set and should work--- is there some reason these players aren't able to use the item? No error prompts are coming up for them, either.

Appreciate advice & insight.

If you're using Essentials v18 then remove everything single "Kernel." that you see in the script. Eg Kernel.pbMessage becomes pbMessage
 
Maybe your players are trying to surf on tiles that are not surf-able? Could be related to terrain tags not being set. Worth checking with your players where exactly they can't surf and if they're able to surf somewhere else.

I checked those, they're set still from the default water tiles. I never changed anything there, which is why I'm confused by it.

I'm using v17, not sure the decimal but I downloaded in February way back before v18 was released.
 
I think the best thing to do is to get your players to send you a screenshot of where they're trying to surf and going from there.

That's the core problem though, there are only two places where it's possible and they've checked both. Neither respond on their end. However, it's working perfectly fine for me both in Debug and regular play, which is why I'm unsure of what the problem may be.
 
I put in a bridge that is repaired after an event's control switch is triggered, solving the first instance. But there are some routes and spots ahead that will be hard to do without it. If I can't resolve it I'll probably just put the HM for Surf back in on its own since the others are working...

It's Pokemon Electrum 2, both it and its prequel are public.
