Where can I find Groudon and Kyogre on emerald?

You can find Groudon & Kyogre on Routes
-Route 105
-Route 125
-Route 127
-Route 129

To get to Kyogre's cave you will need Dive. Also, talk to the weatherman at the Weather Institute and he will tell you it is either heavily raining or there it is very sunny on one of those routes and you can find the respective caves there.

Actually to get:

~Kyogre:

Go to the weather institute and talk to the man on the top floor. If it says (?) route has had heavy downpours lately. then go to that route and Surf, until you reach a dive patch that isn't supposed to be there, then navigate your self and go up in the underwater cave and battle Kyogre.

~Groudon

Go to the weather institute and talk to the man on the top floors. If he says (?) route has had intense sunshine lately, go to the route and look for a cave that isn't supposed to be there, the go into the cave called Terra cave and go in further to battle groudon.
