Yes, it is. But, you have to breed for it...

For breeding, I recommend catching a Ditto. You cant find them uncommonly around the Day Care center.
But you won't have any egg moves...

Here is a possible chain:

- Breed a female Totodile with a male Corsola that knows Ancientpower until you get a baby male Totodile.

- Breed the male Totodile that knows Ancientpower with a female Larvitar until you get a baby male Larvitar that knows Ancientpower.

- Finally, level up the Larvitar that knows Ancientpower to Level 43 (Level 47 if you decide to evolve it into Pupitar) which is when it learns Crunch. Then, use this as a parent and breed it with a female Totodile that you used earlier. You should have a baby Totodile with Ancientpower and Crunch.

Why start a new game when you can just breed a Totodile with a Ditto until you get a female Totodile?

I was only at the begining in Silver and at Gym 8 in Gold So i figured just keep restarting Silver until i get it :P
Also I didnt start with Totodile, I started with Cyndoquil
