Can anyone tell me about evolving and devolving? What exactly can happen here? What is the strategy? How does lv.x come into play? How would you incorporate several levels of a pokemon into a deck? Lot of questions!!

All of this can be explained simply. If you have an Abra, you place Kadabra on top of it to evolve it. If you have a Raichu, you can place a Raichu LV. X on top of it. You only use the attacks and Poké-BODY/POWER of the evolution unless a Trainer Card says otherwise.

As for incorporating that into a deck, you can do it simply. Just use cards that can support you long enough.[/center]

    Devolving

Can you devolve at anytime? Does that remove any damage or conditions? What if you have a lvl 33 Mismagius and draw your lvl 40? Can you put the lvl 40 on the 33?

No. You can only devolve if a card tells you to, such as Devolution Spray. It is treated as evolution.
With the exception of LV.X, the level listed on the card is just for decoration - it has no effect on gameplay. You only Level Up with LV.X cards. So no, your Mismagius cannot be played unless you have another Misdreavus.

As the person above me stated, no. You cannot devolve your Pokémon without the Devolution Spray. The Damage Counters stay the same. And levels don't matter. You can only put Mismagius on a Misdreavus.

Not only devolution spray, there are newer cards that allow you to devolve your pokemon such as Devoluter or the Eeveelutions from Rising Rivals set.

But like they said nope, you may not devolve at any time.
