Do these exist in Gen 4 and if so how do you level them up or check? 16 years ago i just caught a Pokémon and that was it, maybe changed moves too '^-^ hopefully someone can help me out.

I'm not sure about how to check IVs yet, but EVs can be seen in your Pokémon's stats menu. If you go to your Pokémon's menu and then two pages to the right you'll see a stat breakdown and a hexagon in the middle, the points of the hexagon will stretch further the more EVs in a certain stat you have.

Getting EVs can be a bit slow though, usually it's done through battling specific Pokémon (each mon gives specific EV stats). You can try this guide for details!

Maybe someone else will know about the IV checker, but I'm not there yet. :(
