    I expect Devalue to have the answer to this question, but if you have knowledge, feel free to help me out! I often hear that Cynthia in BDSP has perfect IV and EV spreads for her Pokémon, but I haven't really found any evidence proving it true. Does a data-mine exist somewhere? I need some info on champion IVs and EVs for my upcoming article.

    Lance (G/S/C) from Bulbapedia
    13 Attack DVs, 12 Defense DVs, 13 Speed DVs, 13 Special DVs for all Pokemon. Also a link to Lance's team here.

    Generation 3 (Ruby, Sapphire, Emerald, FireRed, Leafgreen) spreadsheet: here. Consists of raw stats. Read elsewhere about important trainers having 25 IVs and 25 EVs on their Pokemon. Appears to have natures as well. Did not list them in the data. Could infer them by the stats.
