darkrai and roar of time/spacial rend

i was on serebii looking at darkrai's entry and i saw it can be taught dialga's roar of time and palkia's spacial rend..
..through "10th movie giveaway"
can someone explain this?
how/where exactly can you teach darkrai those moves?

At the tenth pokemon movie in japan, they are giving away special darkrai's that are in cherish balls and have the 2 moves, Spacial rend and Time of roar. You can only get it if it is recieved at the giveaway.

they're pokéballs that are red all over
u can only get them at official events that give pokémon away

Makes me wonder if these things can battle competitively in Smogon-style tournaments. Somehow in their "netbattles" people have managed to give all their Pokemon 70-power Hidden Power to combat all their weaknesses, all the Pokemon know extravagantly rare egg moves, and even have event-only moves such as those given out in New York's Pokecenter conventions. Sheesh...
