Actually I do believe it is possible, but you must download special programs that can do so. I believe Windows Encoder Nine will do that for you.:)​

If you're using VBA, then there really isn't a need to convert sps files into sav file. You can go to file--->import--->gameshark snapshot to load the sps file.
