3rd Gen Cleanse Tag won't repel wild pokemon

    I am looking for the lost key in the Pokemon Mansion in Firered and I gave my Charizard a Cleanse Tag to hold and I put it first and it said it would repel Pokemon if held by the first Pokemon in the party but I still run into like Ratattas, Weezing, Koffing, Growthine, etc---------. Are there limitations to the Cleanse Tag. If so then post an answer here please.
    Update- This thread is being renamed to cleanse tag won't repel wild pokemon as well as repel won't repel wild Pokemon.

    It's supposed to lower the encounter rate, making wild Pokemon less likely to appear, but it doesn't stop them all from appearing. Only a Repel can do that.

    It is not appearing less likely than it should be. It is like the same as without the cleanse tag. Also here in Victory Road when I use a repel I still see wild Pokemon even though its supposed to get rid of them and I run into like Onix and Arbok but it happens every once in while and a lot less than with the cleanse tag on it.

    Both cleanse tag and repels only work on Pokémon with lower level than the first Pokémon in the party. Higher level Pokémon still appear at the same rate as usual.

    Cleanse tag only lowers the encounter rate by a third, I believe, so there's still a good part of the wild Pokémon that keeps appearing.
    Repels on the other hand should nullify the encounter chance, but only lasts for a limited amount of steps, ranging from 100 for a normal to 250 for a max repel.

    I hope some of the above clarifies it a bit.
