I've beaten GSC all before. I know that I need to get all 16 badges, talk to Oak and then go to Mt. Silver.
[Crystal Version] The problem is that I fought everybody and it says I only have 15 badges.
The first 8 badges show, and the fact that I beat the Elite Four is proof enough I have the Jhoto badges.
I beat the Vermillion Gym, Lietenent Surge. 1
I beat the Saffron Gym, Sabrina. 2
I beat the Celadon Gym, Erika. 3
I beat the Fuschia Gym, Jasmine. 4
I did the Power Plant/EXPN Card quest. (Though I had to go back to Goldenrod to get the radio)
I beat the Curealean Gym, Misty. 5
I went through the Diglett Tunnel to Pewter City.
I beat the Pewter Gym, Brock. 6
I went to Cinnabar Island, talked to Gary/Blue.
I beat the Cinnabar Gym, Blaine. 7.
I beat the Viridian Gym, Gary/Blue. 8.
When I go to professor Oak he says, come back when you get all the badges.
When I save it says I have 15 badges.
Perhaps I thought it was something like the Goldenrod Gym where I had to talk to the gym leader again to get the badge, but I talked to all of them and they all said they were defeated by me.
Is this a glitch or did I forget something really obvious. I did rush through the game so I may have missed something.

I fixed the problem. I am such an idiot sometimes.
I didn't beat Janine in Fuschia City. Rather, I beat one of her clones instead, thinking I beat her.
