    Attacks:

    (ICE) Icy Wind
    (FLYING) Peck
    (ICE) Sheer Cold
    (FLYING) Wing Attack
     
    Well, having 2 moves of the same type is a big no no, as it restricts the potential of the Pokemon. Both Sheer Cold and Icy Wind aren't the greatest of moves, because Sheer Cold misses nearly half the time, and Icy Wind does minimalistic amounts of damage. Teach it Ice Beam, via the Move Relearner (one of the best moves in the game). Likewise, haviong 2 Flying moves restricts the potential... so get rid of Peck, which also does minimalistic damage, but keep Wing Attack (although if you trade onto RuSa, you could replace it with Aerial Ace). For the other two moves, it's best to post what EVs you want to have it, although I do suggest Reflect (to boost its lackluster Defense) and something like Water Pulse, to fight Fire and Rock Pokemon. Here's the set again:

    Ice Beam
    Wing Attack/Aerial Ace
    Reflect
    Water Pulse

    Also, Type boosting items never work in the way people think they do. Leftovers are the best, although if you can't get them - the Shell Bell should work fine.

    Articuno can't learn Wing Attack as far as I know. Aerial Ace is its only option as far as Flying attacks go, and even then you'll be concentrating on its Special Attack more.

    When you have sheer cold, you can save up some EV for defensive stats ;p
    Go with pressure stalling and random sheer cold for kill, and praise God when you sheer colded blissey on switch
     
    Also, if you have Mind reader, it'd force your opponent to switch, and you STILL have a hefty 30% chance for a OHKO, provided they dont' use sturdy.
     
    Pretty much the only Pokemon with sturdy nowadays is Skarmory (out of the commons, that is) so have to be careful about that... But don't feel that Articuno is incompetent just because Skarmory completely screws it over. Skarmory screws many things over...

    Forretress, Donphan and Steelix all have sturdy as well, but they are nowhere near as common as Skarmory.
     
    In RuSa alone, there are loads of Sturdyers:

    Geodude/Graveler/Golem
    Aron/Lairon/Aggron
    Magnemite/Magneton
    Skarmory
    Donphan

    And I've seen quite a few Magnemites and Donphans with it as well...

    Almost all Magneton have Metal Pull for Skarmory and maybe Fortress anyways, but yeah. Donphan and Skarm will probably be the most common ones.
