Are these Pokemon considered LEGENDARY?

    These are Pokemon who's legendary status is questionable.

    Manaphy
    Phione (both can breed, which legendaries cannot do)
    Rotom
    Unown
    Arcanine

    Are they legendary?

    Minos provided these requirments to be legendary:
    Pokemon cannot have a Gender
    You must only be able to get one of the Pokemon wild per game
    The Pokemon must not be able to breed
    Pokemon must not evolve from or into another Pokemon

    Manaphy appears to be the 4gen equivalent to Mew/Celebi/Jirachi (perhaps along with Shaymin's Land Form), and has the 100-all base stat count like them. It doesn't meet Minos' requirements, but it just seems kinda unorthodox is all.

    Phione, while not having the stats for the job, could be considered legendary by virtue of being related to Manaphy, but beyond that I really don't see why.

    As awesome as Rotom is, he's no legend. He's just your average friendly poltergeist with a thing for microwaves.

    Unown doesn't meet Minos' requirements, as there's many many many of them in every game they're in. While neat and fun to collect, Unown aren't exactly legendary (but I can see fanfics about why they're related to the real legends...)

    Arcanine is legendary only by description in the PokeDex. In all respects, it's your average pokemon.
     
    Rotom, Unknown, and Arcanine are not legendaries.

    Manaphy and Phione are the only ones legendary but the former can breed for the latter. Rotom just happens to have the same theme song as the legendaries but is not one. Unown is ancient but not legendary and Arcanine is... not. Neither is Ninetales.
     
    Although Rotom is not considered legendary is has many similarity's to legendary Pokemon. Mainly battle music, ability to change forms, banned tournament status, etc.

    Arcanines species is "Legendary Pokemon" but it isn't.
     
    Manaphy is the only one on that list that is.
     
    Bulbapedia speculates that Arcanine was originally meant to be a legendary pokemon. It was shown on the slab, it has high stats, and it is classified as the legendary pokemon. Apparently the idea was dropped or something.
     
    Manaphy and Phione ARE legendaries, though really pathetic ones. Arcanine was supposed to be a legendary, see Episode 2 of the anime. Unown is more of a sub-legendary, as they are super-rare, no trainer has them and they have a mythical background, but they are weaker than Magikarp, so they aren't legendaries in the whole sense.
    Now Rotom is tricky:
    1) It is genderless.
    2) It has its own battle music.
    3) It has its own event.
    4) It is newly-discovered.
    5) No trainer has it (OK, maybe Charon...).
    6) It is encountered only once...
    7) ... in an abandoned place!
    8) BUT, it is really weak. I really don't know if it is a legendary, or not. There is no official answer yet.

    tere r lots of opinions on rotom and unknown so i miGht not be right
     
    None of them are legendaries except Manaphy. Cause when you breed it with Ditto, you only get Phione. Hense, only 1 Manaphy per game.
     
    According to pokemon.com it was confirmed that Phione is a legendary. The only other one there is Manaphy.
     
    I consider Rotom a Legendary.

    Normal Pokemon dont usually have multiple forms/Key Items(Events)/Battle Music

    Multiple form Shellos and Burmy want to say hi. Anyway Rotom is not a legendary its just a very special Pokemon.
     
    Phione and Manaphy are legendary, Rotom, Unknown,
    and Arcanine are not.
     
    According to the Pokedex, Arcanine is the "Legendary Pokemon" also when Ash is at the pokemon center i think in ep 2 or 1 he sees Arcanine on a picture with other legendaries, moltres, Articuno and Zapdos
